Title:
skip a step you want in the installation process

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
This bug is separate from the Bug #1100681 and web site of the
  previous bug is:
  https://bugs.launchpad.net/ubuntu/+source/ubiquity/+bug/1100681. It is
used for a Chinese customized release named "UbuntuKylin" . We want to
  skip some steps.

UbuntuKylin need to skip a step we want by some kind of method. For
example, UbuntuKylin need to retain the "Welcome" page for selecting
language, but skip the "Preparing to install Ubuntu" page. Also, it
needs to skip the keyboard selection page, the default is U.S.
keyboard, rather than select it in installing process.
