Bug description:
  Ubuntu 10.04 Alpha amd64

  Lucid Alpha 2 installation from Live CD amd64.
  On keyboard selection page I select Russian keyboard. In test area I can enter English and Russian symbols. Layout can be changed by Alt+Shift. OK.

  Page on which you create username and password.
  Only Russian layout works. Layout is not changed when I press Alt+Shift.
  If I add keyboard layout applet on gnome-panel I can change layout by this applet.

  Newly installed system has English layout by default. It's OK.
  But there is no additional layout, Russian in my case.
