Bug description:
  Steps to reproduce:
  1. Deploy Focal on a KVM ndoe, enable proposed
  2. Run sudo apt dist-upgrade

  Although with bug 1866012 present, the KVM still can proceed with the installation and it will eventually stopped at:
    update-initramfs: Generating /boot/initrd.img-5.4.0-17-generic
