[Bug 1885338] [NEW] RM: debian-installer components

Public bug reported:

debian-installer based images are no longer built.

debian-installer itself, is replaced with a stub that publishes an
information html page in groovy-proposed, which will migrate after cd-
boot-images-amd64 is started to be used by debian-cd. I expect to
continue publishing debian-installer as an information html page.

ubiquity has been migrated to vendorize all source code, and no longer
requires udebs to be built, or sources be available in the archive.

It has been requested for launchpad to start building packages with
noudeb profile for groovy and up. https://bugs.launchpad.net/launchpad-

source packages that only produce udebs (debian-installer components)
are no longer needed in Ubuntu, and should be removed.

This bug report requests removal of udeb-only debian packages from the
Ubuntu archive.
