Public bug reported:

Update Manager could not upgrade my OS to Bionic Beaver (18.04) from
Xenial Xerus (16.04). It ran into an error stating that the 'ubuntu-
minimal' package could not be found. However, the device had just been
updated and that exact package (ubuntu-minimal) was one of those that
were downloaded and installed during the update.
