Thank you for taking the time to report this bug and helping to make
Ubuntu better.
This does sound like a good idea. It does seem like a fair bit of work
though, as we'd have to implement, ask Debian to take the patch or
maintain a delta in Ubuntu indefinitely, etc. For the gain -
particularly because check_rpc is in monitoring-plugins which is in
universe - I'm not prioritising this for the Canonical Server Team to
look at for now.
If someone would like to address this, the most effectively way would
probably be to coordinate directly with the Debian maintainers of
rpcbind and send them patches as appropriate.

Bug description:
There are situations in which the check_rpc utility is required, but
in which the user does not wish to also gain an rpc daemon running as
root, particularly given LP:1687930 (and perhaps LP:1430181).
Separating out the check_rpc utility into its own package seems the
simplest way to address this.
