Bug description:
  Steps to reproduce:

  1. install focal
  2. # apt upgrade ; apt dist-upgrade

  Expected result:

  fwupd will be installed and fwupd-signed won't be removed.

  Acturally result:

  fwupd-signed will be removed so that fwupd can be installed.

  Informations:

  fwupd-signed : Depends: fwupd (= 1.3.9-4) but 1.3.9-4ubuntu0.1 is to
  be installed
