Ah...the requisite apt config file IS in Lubuntu 18.04.3,  so not a Ubuntu issue.

Title:
  apt autoremove  config file for VersionedKernelPackages

Status in apt package in Ubuntu:
  New

Bug description:
  Ubuntu 18.04.3   (LXLE 18.04.3)  i386
  "apt -y autoremove --purge"
  Expected Behavior:  Remove old kernels, except running kernel and 2nd most recent kernel.
  Observed Behavior:  Removes all kernels except running kernel. Well, itat least warns before removing the running kernel.
  Other notes:
  apt config file  "/etc/apt/apt.conf.d/01autoremove-kernels" contains no data for the section APT::NeverAutoRemove.   There are just the empty braces.
  Executable file "/etc/kernel/postinst.d/apt-auto-removal" seems to want a configuration file containing a section with APT:VersionedKernelPackages, but there is none.
  I created a file "/etc/apt/apt.conf.d/200versiondkernelpackages" which seemed to solve the problem for me.  It may not be the general solution.
