I was unable to recreate this with a kvm virtual machine on 18.04 or
20.04.

Bug description:
  Friendly-recovery boots fine, displays menu as expected.

  Once at the menu was unable to move in menu with arrow keys.

  (In fact it appeared that the keyboard was in fact not working at all
  there, reisub failed - resorted to hard reset of the machine.)
