* Use snap-tool to seed subiquity snap.
* Subiquity: install linux-firmware in the installer layer, to make
firmware blobs available in the live session. LP: #1847835

Bug description:
[Impact]
We need to use the new 5.4 linux-raspi kernel flavor for our .5
images.
[Test Case]
Build proposed-enabled raspi3 armhf and arm64 images. Check if the correct kernel flavor is installed (linux-raspi* instead of linux-raspi2*).
Additionally, once gadget changes land as well (+ flash-kernel): build the images and check if they are booting correctly.
[Regression Potential]
No real regression potential other than the build failing or pulling
in the wrong kernel.
