Public bug reported:
System will go into Grub menu intermittently,
it's known that menu shows up when the user shutdown or reboot abnormal, such as remove power cable directly or shutdown by force,
but even system boot up or reboot normally,
the problem still can be reproduced with low failure rate(< 10%).
