Title:
  mate upgrade 18.10 to 20.04 could not calculate the upgrade

Status in ubuntu-release-upgrader package in Ubuntu:
  Incomplete

Bug description:
  Upgrading mate in virtualbox vm (vb version 6.1.10r138449), received "Could no calculate the upgrade"
  Likely caused by indicates unofficial software packages not provided by ubuntu.
  I removed the wireguard ppa, this cleared the error.

  Then proceeded with upgrade again and received another error likely caused by:
  Upgrading to a pre-release version of Ubuntu
