While Ubuntu 19.10 has reached its end of life, the distribution upgrade
process uses the ubuntu-release-upgrader from the release to which you
are upgrading so its possible to fix issues with the upgrade from 19.10
to 20.04 LTS. That being said this bug doesn't have enough information
to work on (plus it was probably and issue with the mirror) and the
person was able to upgrade so I'm setting it to Invalid.
