This is fixed in the trunk branch for ubuntu-release-upgrader and is
also fixed in Ubuntu 20.04, I'll open a task for fixing this for 18.04
but it is a low priority.

** Changed in: ubuntu-release-upgrader (Ubuntu)
       Status: Confirmed => Fix Released

** Also affects: ubuntu-release-upgrader (Ubuntu Bionic)
   Importance: Undecided
       Status: New

** Changed in: ubuntu-release-upgrader (Ubuntu Bionic)
       Status: New => Triaged

** Changed in: ubuntu-release-upgrader (Ubuntu Bionic)
   Importance: Undecided => Low

Title:
  development is misspelled in prompt for lts

Status in ubuntu-release-upgrader package in Ubuntu:
  Fix Released
Status in ubuntu-release-upgrader source package in Bionic:
  Triaged

Bug description:
  When trying to upgrade using do-release-upgrade from an lts version,
  one gets:

  There is no development version of an LTS available.
  To upgrade to the latest non-LTS develoment release
  set Prompt=normal in /etc/update-manager/release-upgrades.

  "develoment" should be "development".

  This is a minor cosmetic bug in line 151 of do-release-upgrade
