I have just fired up a livefs build of ubuntu-core on focal (UC20),
without the snappy PPA and with -proposed enabled, with CHANNEL
=dangerous-beta:

The build succeeded and the model-assertion used is the dangerous-edge
one, which is what was expected (as there is no dangerous-beta
assertion). By looking at the image manifest I see that the core20 snap
is indeed taken from beta, so the channel override happened
successfully. In other words: the build ended up generating a dangerous
beta-based image, as expected.

The build used livecd-rootfs 2.664.3. Considering this verified.

Bug description:
  [Impact]

  We need the ability to build arbitrary-risk-level dangerous images for
  UC20.

  [Test Case]

  Fire up a livefs build of ubuntu-core on focal using the -proposed
  version of livecd-rootfs, with CHANNEL=dangerous-beta and observe if
  the build succeeds, with the dangerous model being used and the
  channel overriden to beta.

  [Regression Potential]

  UC20 builds can be potentially affected for unrelated channel
  combinations. That being said, the exact same change is being used for
  UC20 builds since long (via the snappy PPA) and no regressions have
  been observed.

  [Original Description]

  We need the following things:

  1. canonical signed model assertions for a uc20 image with grade==dangerous, channel==beta for the various supported platforms, i.e. right now generic pc-kernel amd64 and armhf pi-kernel and arm64 pi-kernel models
  2. livcd-rootfs + cdimage builds of images for the above model assertions
  3. somehow these builds get published onto http://cdimage.ubuntu.com/ubuntu-core/20/dangerous-beta/ (or some other new directory there that does not conflict with the current set of dangerous, edge and beta)
