That is correct. python-sphinx-rtd-theme cannot be installed as this
package was removed:

https://launchpad.net/ubuntu/+source/sphinx-rtd-theme/0.4.3+dfsg-3

Use python3-sphinx-rtd-theme (the Python 3 package) instead.
