[Bug 1887246] [NEW] Updater doesn't offer me to upgrade 18.04 to 20.04

Public bug reported:

I have just upgraded from 16.04 (LTS) to 18.04 (LTS).

In "Software & Updates" I have "Notify me of a new ubuntu version" set
to "For long-term support versions".

18.04 is LTS, 20.04 is LTS (and it's available), so I should get the
option to upgrade when I run Software Updater.

Yet I don't.

If I change the setting to "for any new version" then I get offered to
upgrade to 19.10.
