[Bug 1886281] [NEW] cpan missing dependency on make

Public bug reported:

$ lsb_release -rd
Description:	Ubuntu 20.04 LTS

$ apt-cache policy perl

On a fresh install of Ubuntu 20.04 liveserver, CPAN is installed as part
of Perl, but not "make" which is needed to make CPAN install anything:

$ sudo cpan install Capture::Tiny
Loading internal logger. Log::Log4perl recommended for better logging
Reading '/root/.cpan/Metadata'
  Database was generated on Sat, 04 Jul 2020 15:29:03 GMT
Running install for module 'Capture::Tiny'
Checksum for /root/.cpan/sources/authors/id/D/DA/DAGOLDEN/Capture-Tiny-0.48.tar.gz ok
'YAML' not installed, will not store persistent state
Configuring D/DA/DAGOLDEN/Capture-Tiny-0.48.tar.gz with Makefile.PL

Looks good
