  * Mention in the package descriptions that the i386 and powerpc packages
    are empty.

  The installation guide for 20.04 lists i386 as a supported architecture:

  https://help.ubuntu.com/lts/installation-guide/i386/pr01.html

  i386 is not supported anymore on 20.04

  [test case]
  We can't reasonably remove a package from a stable relase, but we can make it empty. So the test case is just that installation-guide-i386 is empty.

  [regression potential]
  in this case, it's really hard to imagine
