[Bug 1861231] [NEW] Update manager converts chromium to snap, pauses "pending restart"

Public bug reported:

I ran update-manager to go from 18.04 to 19.10. It wanted to convert
chromium-browser to a snap. Apparently after it finished installing, it
then halted and displayed the message as attached in the photo. After 45
minutes I held my nose and rebooted, and luckily was able to recover the
rest of the installation via apt & dpkg, but this could just as easily
have bricked the system.
