  Ubuntu Removes None installed Programs Slowing down the Install.

Bug description:
  I am installing Ubuntu 18.04 and have had this issue on 16.04 and
  17.10. During the install it seems to install everything, then decides
  it needs to remove it before once again installing it. This is from
  FIrefox to Libre Office, to any other program under Ubuntu. My other
  thing is, During this install even when Minmal is Selected I have to
  wait for it to install everything to then turn around and uninstall
  everything.

  It would be great to get this solved to speed up install time,
  specially during Minimal Installs.
