  Surface Type Cover not detected by dpkg-reconfigure keyboard-
  configuration

Status in console-setup package in Ubuntu:
  New

Bug description:
  keyboard-configuration does not detect a Surface Type Cover as a
  keyboard during dpkg-reconfigure. This causes it to skip the dialog
  and prevents one from configuring the Type Cover.

  $ lsb_release -rd
