[Bug 1864100] [NEW] Packaging: unable to install python3.7-dev

Longtime user, first time reporter (apologies if I make any etiquette
mistakes in this bug report).

when I attempt to install python3.7-dev on a stock 19.10 install, I get
the following:

py at om:~$ sudo apt-get install python3.7-dev

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created

 python3.7-dev : Depends: python3.7 (= 3.7.5~rc1-2) but 3.7.5-2~19.10 is to be installed
                 Depends: libpython3.7-dev (= 3.7.5~rc1-2) but it is not going to be installed
                 Depends: libpython3.7 (= 3.7.5~rc1-2) but 3.7.5-2~19.10 is to be installed

It appears that the current version of libpython3.7 released in this
distro is 3.7.5-2~19.10.

If I attempt to downgrade python3.7 to the version that has an
associated -dev package, the results seem... undesirable:

py at om:~$ sudo apt-get install --allow-downgrades python3.7-minimal=3.7.5~rc1-2 python3.7=3.7.5~rc1-2 libpython3.7-stdlib=3.7.5~rc1-2 libpython3.7-minimal=3.7.5~rc1-2

Please package a version of python3.7-dev that is compatible with the
rest of the operating system. I would love to use those headers :)
