Dimitri - we can look to do that for future, but that doesn't address
the upgrade issue. Did something change that made this break?

Bug description:
  To reproduce on ARM:

  $ lxc launch ubuntu:18.04 container
  $ lxc shell container
  # apt update
  # apt upgrade

  Will return error due to presence of the flash-kernel package.
