I had a bad experience trying to reverse out of this problem with
2.30-0ubuntu2.1 installed under proposed. Fortunately I treaded lightly
and linked it to the proposed update line and was able to downgrade to
2.30-0ubuntu2. Had to reinstall a bunch of stuff, including the nvidia
driver, but all was well in the end. I only have myself to blame, pretty
sure apt said these packages were being held back, and with good reason.

Title:
libc6 2.30-0ubuntu2.1 is not available on i386, breaking multiarch
Status in glibc package in Ubuntu:
Confirmed
Bug description:
It seems version 2.30-0ubuntu2.1 of the libc6 package is not available
(launchpad seems to indicate build failure), which is strange, since
the diff between 2.30-0ubuntu2 and 2.30-0ubuntu2.1 is for a different
architecture altogether, as the changelog for 2.30-0ubuntu2.1
indicates only :
* Cherrypick upstream fix for strstr on s390x z15. LP: #1854326
this prevents anyone with libc6 2.30-0ubuntu2.1 amd64 to install
almost any i386 package (since there is an unsolvable conflict between
2.30-0ubuntu2.1:amd64 and 2.30-0ubuntu2:i386).
