[Bug 1862148] [NEW] flash-kernel fails to install in a chroot

Public bug reported:

With the update to 3.98ubuntu10 flash-kernel no longer installs in a
chroot. This worked just fine with version 3.98ubuntu8.

Creating config file /etc/default/flash-kernel with new version
flash-kernel: deferring update (trigger activated)
Setting up linux-image-5.4.0-12-generic (5.4.0-12.15) ...
