Bug description:

  test case fails because it does not wait for the service to become
  active before stopping it, resulting in failure to rmmod the
  scsi_debug module because it's still in use.

  separate (non-test) systemd bugfix uploaded for that bug so opening
  this bug to track fixing the test case.
