[Bug 1909500] Re: Upgrading 18.04 to 20.04

This turns out to be due to python-dbg being previously installed.
Since I am moving to python 3 anyway, all of the python 2 package will
be shortly removed.  Removing just the dbg package first allows the
20.04 update to complete.
