The issue was the step
# while [ ! -d /target/etc/default/grub.d ]; do sleep 1; done; echo "GRUB_ENABLE_CRYPTODISK=y" > /target/etc/default/grub.d/local.cfg

was not started in time.

After doing it again it worked.

  Followed these steps to create a encrypted disk installation
  https://help.ubuntu.com/community/Full_Disk_Encryption_Howto_2019

  Fails to install grub, with no useful information. This is a fatal error.
  Installing on a dell latitude notebook e5570 from usb stick and doing a complete format of /dev/sda, a 512gb ssd.
