[Bug 1906403] [NEW] Wifi is not working after shutdown, but it works when i open dual boot windows 10

Public bug reported:

series of steps i follow to connect to wifi
1. switch on the laptop and boot to ubuntu os, wifi doesn't show any networks
2. restart and boot to windows 10 dual boot
3. in windows 10 wifi works normally and i can browse through internet
4. restart from windows 10 and boot to ubuntu again, here the wifi works now properly.

why wifi is not working when i first boot to ubuntu? this issue persists
for so many days.
