[Bug 1892668] [NEW] do-release-upgrade -d dangerously misleading output

Public bug reported:

Executing:

# do-release-upgrade -d

at one point output:

To continue please press [ENTER]

So I pressed ENTER.

I was then greeted with this opaque sentence fragment as the response to
pressing ENTER:

Inhibiting until Ctrl+C is pressed...

Then it just sat there... doing nothing obvious. Was it downloading the
updates? What was it inhibiting? How long was I supposed to ponder
these questions?

Some people confronting this Sphinx, waiting for hours, give up and
press "Ctrl+C" which, in at least one case, left his system trashed.

** Affects: ubuntu-release-upgrader (Ubuntu)
     Importance: Undecided
         Status: New
