  Attempt to upgrade to 20.04

Status in update-manager package in Ubuntu:
  Confirmed

Bug description:
  The software updater keeps presenting the option to update to 20.04
  and each time I attempt it fails. Continued to ensure that 19.10 is
  fully update but it still does not update. Also tried using terminal
  commands to update.
