Bug description:
  Distribution - Ubuntu 20.04 
  Type: VM on VMware Work station 15.5.2 build-15785246
  Note: VMtools / Oen VMtools was not installed.

  After setting up my encryption password with a UK keyboard layout the
  keyboard defaults to non-UK layout(I think US) on boot.

  Pressing 'e' to edit commands before booting will allow you test the
  key layout.

  After booting into the OS and logging in, the keyboard layout goes
  back to UK.
