Password corruption at installation

Bug description:
When I installed Ubuntu 20.04 I selected to use a UK keyboard. I used
the keyboard test box to make sure it was recognising '£', '@' and
'#'. I then set up my user name and used a password with a '#' symbol
at the end and elected to login automatically. Ubuntu started up OK
and everything looked fine until I needed to enter my password again
for verification. Ubuntu refused to accept my password. I then deleted
the installation and tried again, making sure that my password was
entered correctly with a '#' at the end. I got the same error so I
tried installing again but this time put an 'a' at the end instead of
a '#'. This time my password was accepted for verification. So it
looks like during the installation the fact I selected a UK keyboard
and included a character in my password that may not be in the same
place for a non-UK keyboard, caused an issue.
