My case is with from 18.04.4 to 20.04.
I have disabled non-essential ppa. and when i tried again it said it could not calculate upgrade (there is no problem with ppa, now).  it says it is a transient problem. i should try again. i tried again but the problem persisted.

  When I upgrade in setting new software channel upgrader crashes. The message opening new windpw..
  Could not calculate the upgrade

  An unresolvable problem occurred while calculating the upgrade:
  The package 'unity' is marked for removal but it is in the removal blacklist.

   This can be caused by:
   * Upgrading to a pre-release version of Ubuntu
   * Running the current pre-release version of Ubuntu
   * Unofficial software packages not provided by Ubuntu

  If none of this applies, then please report this bug using the command
  'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.
