[Bug 1874302] [NEW] ZFS installation never prompts for security passphrase

According to the ZFS install testcase:

When installing ZFS, I was never prompted for any security passphrase.
This seems like a major problem.

After the installation, here is the output of 'zfs mount' and 'zsysctl
show':
