This bug was fixed in the package adduser - 3.118ubuntu2

adduser (3.118ubuntu2) focal; urgency=medium

  * Add support for ZFS home directories:
    - Home directories are created as ZFS dataset if zsysctl is installed. If
      the command is not installed or fails, the user will be created as usual
      without a dedicated dataset (LP: #1873263)

  Fix regression from disco due to useradd merge with debian.
