no, a conflict would mean deinstallation of the library, which you don't
want.

Status in gcc-10 package in Ubuntu:
  Won't Fix

Bug description:
  libgcc1 1:9.2.1-9ubuntu2 from eoan ships /lib/x86_64-linux-gnu/libgcc_s.so.1.
  libgcc-s1 10-20200324-1ubuntu1 from focal ships /lib/x86_64-linux-gnu/libgcc_s.so.1.

  Should libgcc-s1 have a Conflicts against libgcc1? Right now, it has a
  Provides and a Replaces, but the missing Conflicts allows dpkg to
  install libgcc-s1 and remove it, leaving the system without
  /lib/x86_64-linux-gnu/libgcc_s.so.1.
