I also have a Dell notebook, and also can't boot when updated to 1.93.16+2.02-2ubuntu8.15. It won't boot even in recovery mode. It freezes before the splash screen, or at the message "loading initial ramdisk" when in recovery mode. I had to boot by usb media, then chroot, and then, downgrade to version 1.93.15+2.02-2ubuntu8.14 (not present in repositories, but found at ubuntu 18.04.4 amd64 iso).
My notebook is a Dell Inspiron 15 Gaming 7567, 16 GB RAM, CPU: Intel(R) Core(TM) i7-7700HQ, Nvidia GeForce GTX 1050 Ti, kernel: 5.3.0-46-generic.
