This bug was fixed in the package ubuntu-release-upgrader - 1:20.04.17

  * DistUpgrade/DistUpgradeFetcher.py,
    DistUpgrade/ReleaseNotesViewerWebkit.py: use gi.require_version so that
    the right version gets loaded and warning messages are not displayed.

  Fix Released

Bug description:
  Ubuntu MATE 19.04.

  Try to upgrade to release 19.10.

  Expected Result:
  run Alt+F2 then check-new-release-gtk
  GUI option to upgrade should be presented

  Actual Result:
  Alt+F2 window closes and nothing occurs.

  Run this command in the terminal and the following is generated:
  /usr/lib/ubuntu-release-upgrader/check-new-release-gtk:30: PyGIWarning: Gtk was imported without specifying a version first. Use gi.require_version('Gtk', '3.0') before import to ensure that the right version gets loaded.
