i powered on the machine & anacron ran update-manager as usual.  it showed a number of updates were available & and i let it install these.  at the end i got the usual "software is up to date" window.

i then opened an X window & ran:

sudo apt update && sudo apt upgrade

i got this:

Building dependency tree

Calculating upgrade... Done

i declined these updates & ran update manager again manually, but i
STILL claimed that all the software was up to date.

i ran apt again manually (ie from the X window) and it produced the same
result.  this time i told it to upgrade the packages & it did indeed do
this (ie there genuinely were updates available).

i've noticed this before.  it seems to occur quite frequently.  this
occurrence was happening at around 08:25 UTC this morning 13/09/2019 (ie
13th september, as this is the UK).

i hope this is enough info.
