[Bug 1842334] [NEW] Error when using Universal-USB-Installer to install Ubuntu 16.04

Public bug reported:

Today a user was using a Universal-USB-Installer-1.9.8.8 that they
downloaded today from Pendrivelinux.com to install Ubuntu
16.04.6-desktop-i386.iso . Probably downloaded Ubuntu on 3/9/2019 from
the Ubuntu UK site?

The install on the USB was not completely done. They used a 16 gig USB
formatted NTFS to get a larger storage area. (Later I tried the USB
install with an older: Universal-USB-Installer-1.9.6.2 from Nov 2015 and
the install went perfectly.)

When booting their computer to the USB they got an error message:

Cannot connect to http://grub4dos.chenall.net The install stopped, thanks
That is to a Chinese server:
