And finally, I have also tested 1.0.78+nmu1ubuntu1.10 on a xenial
multipass instance and was able to successfully bootstrap focal. All
verification is complete.

Without this update users cannot generate focal chroots for
development.

Attempt to debootstrap focal.
[Regression Potential]
Very low, this simply introduces a suite specific script which is not
used unless you attempt to create and Ubuntu Focal chroot.
