I believe that you have the correct version. I'm also on 3.7.3 and I get
way past that point in the do-release-upgrade (see
<https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-
upgrader/+bug/1849669> for my do-release-upgrade transcript). My "ls"
looks the same as yours and my "--version" also.

I don't know what you should try next (nor me).
