[Bug 1849430] [NEW] Subsequent request to dist-upgrade while dist-upgrade is running.

Public bug reported:

I was alerted about a the availability of a system upgrade to 19.10, and
chose to upgrade, however strangely while the upgrade was running I was
again alerted about the new version and was asked to 'Don't upgrade',
'Ask Later', or 'Yes, Upgrade now' , I wonder what would have happened
if had I chose any of those options while the upgrade is running, I
decided to leave the box untouched.
