  Updates pulled on install anyways with checkbox unmarked

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  On xubuntu oem install, I unchecked the box "Download updates while
  installing Xubuntu" and checked the box "Install third-party
  software". After the install was complete and the system rebooted, I
  went to `sudo apt update && sudo apt dist-upgrade` and there were no
  updates, meaning the updates were grabbed on install anyways.
