[Bug 1848571] [NEW] APT does not honour [trusted=yes] when added to sources.list

Public bug reported:

When adding the PPA for NordVPN the GPG key did not save properly. In
order to resolve this, I added [trusted=yes] to
sources.list.d/nordvpn.list and sources.list.d/nordvpn.list.save. APT,
when running apt update, did not honour this and instead checked the GPG
key.
