Bug description:
  The 20191014 amd64 subiquity image fails to install when using a
  preseed. The previous image (20191012) was working. The culprit seems
  to be:

    OSError: [Errno 5] Input/output error: '/etc/machine-id'

  The installation succeeds on the other arches.
