Do you have a kernel installed on your targetted system? (check its /boot)
It looks like a dup of bug #1847457 to me. Setting as incomplete for now.

  19.10 daily 20191009: amd64 UEFI zfs_install succeeds but cannot boot

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  I just installed Ubuntu 19.10 desktop daily 20191009 on VirtualBox
  6.0.12 r133076 (virtualbox.org packages) running on Ubuntu 18.04.3.

  Both host and guest are amd64, both are configured to boot in UEFI
  mode.

  I choose the ZFS installation option, all other options (except for
  keyboard layout) are default, username, password and hostname are all
  'x'. Installation succeeds, but upon reboot, grub only sees a single
  menu option: System setup.

  The virtual HDD I installed this on previously had a standard Ubuntu
  19.10 installation on it (which I did not zero).
