Are you on a stable release? update-manager does not show all available
updates by design, as they are rolled out in phases:

https://wiki.ubuntu.com/PhasedUpdates

apt currently does not implement phased upgrades, so it shows more
upgrades

  software updater will not launch following the latest update

Status in update-manager package in Ubuntu:
  Incomplete

Bug description:
  software updater will not launch following the latest update.
  Clicking the icon does nothing.  command ubuntu-bug returns only error
  messages.  command apt update && upgrgade appear to work, but find no
  further updates for 24 hours, which is an eternity for daily builds.
  I have tried everything I can think of, such as purging list files, to
  no avail.
